I . According to the provisions of  Circular  31/2016 / TT-BTNMT  on environmental protection in industrial clusters, concentrations of businesses, service providers, trade villages and new production, business and service establishments promulgated by MONRE with  Chapter VI  outlining the regulations regarding emission monitoring of objects .Since then, ask the subject to perform the monitoring of wastewater, emissions arising from the production, trading, Services and minimum frequency are as follows:
1 . Establishments with similar scale to the subjects specified in  Appendix II of Decree No. 18/2015 / ND-CP are monitoring 01 times / 03 months;  
2.  Establishments with sizes equivalent to those specified at Appendix 5.1 of Circular No. 27/2015 / TT-BTNMT monitoring 01 time / 06 months
3 . Establishments with the scale equivalent to the subjects specified in  Clause 2, Article 32 of Circular No. 27/2015 / TT-BTNMT shall carry out monitoring once per year.
4 . For those who already have a continuous, automatic system of wastewater and exhaust gas monitoring, they only need to perform periodic monitoring of waste water and waste gas according to regulations for parameters that have not been automatically or continuously monitored yet. profane.
5 . Establishments that are the subjects specified in  Annex IV issued with Decree No. 18/2015 / ND-CP and Appendix I issued with Decree No. 19/2015 / ND-CP  are not required to observe Emissions.
II. Regarding automatic wastewater monitoring, the monitoring parameters include: inlet and outlet effluent flow, pH, temperature, COD, TSS and other typical parameters by type (in case of technology , suitable automatic monitoring equipment on the market) at the request of competent state management agencies for approval of detailed environmental impact assessment reports and environmental protection schemes. The automatic wastewater monitoring system must include automatic sampling equipment sealed and managed by the Department of Natural Resources and Environment; must install internet-connected camera equipment to monitor the outlet of the wastewater treatment system and store images within the last 3 months.
III . Regarding automatic emission monitoring, the monitoring parameters are specified in  Appendix 11 issued with the Circular.Where the establishment has multiple sources of industrial emissions from the list specified in  Appendix 11 issued with the Circular , the establishment owner must automatically and continuously monitor all these emission sources.
The automatic and continuous monitoring system of wastewater and emissions must operate stably, be tested and calibrated according to regulations and must ensure technical connection requirements to transmit data directly to the Department of Natural Resources and Environment.
IV.  The Circular also specifies responsibilities of investors of construction and commercial operation of infrastructure of industrial parks, industrial complexes, management boards of concentrations of businesses and service providers and facility owners: 

1 . The results of automatic environmental monitoring must be kept in the form of electronic files; the original of the periodic monitoring result report, the original slip of the analysis results for at least 03 years; 
2.  To send environmental monitoring reports and results according to regulations; 
3 . The result of periodic environmental monitoring must be announced on the website of the establishment (if any) if subject to automatic emission monitoring.
